I am having lg 26lg30r lcd tv which i am using as computer monitor i had connected it via hdmi.
please see the link(the video for the problem).

http://youtu.be/yRbOwbSznx8

This issue happens every time i start my PC and solves after windows loads up. The recommend resolution by the windows is 1024 x 768 but the native resolution of my lcd is 1366 x 768. Tried this with other computer also but the same thing is happening every time.
when i set the resolution as 1024 x 768 the problem solves but the display becomes too large.
When i connected with vga cable i am able to get 1360 x 768 but the quality is really very bad than hdmi.

So what should i do
is this issue due to that my LCD is old it is 2008 and is not supporting the pc connection via hdmi port.

Please help. iam not able to understand why this happens:??:

honestly, i wouldn't worry about it too much. if it looks fine once your in windows, all is good. the video is out of focus, but it looks like the bottom bar is the digital version of white noise. the tv should be removing it by adjusting the signal to fit the screen and/or replacing it with gray bars.
this article (link) explains a little bit, a PC GPU is capable of many more signal resolutions but it should result in the same few aspect ratios and the tv should handle them.

looks like the TV doesnt know what to do with the signal it recieves from the PC. there should be an auto detect like setting in the TVs menus. if this is on, it should recognise the signal resolution and fit/center it to the screen, you could expect darker gray/black bars on the edges. and it may not fill the screen.

during the boot process the video signal is at the GPUs default setting, until the drivers load and you get the resolution you selected for windows.

so tv is responsible for creating this problem
i will change my TV.
in newer models will this problem would be there or not
what do you think? may be in newer models tv would be able to handle white noise.

technically no LCD display/tv should be doing this. however i wouldn't out right blame the TV. while the TV is trying to handle the signal its recieving, the GPU could also be outputing a bad/incompatable signal. once the drivers are loaded for the GPU and/or TV they can find common ground.

the worst thing i can think of the might happen, is you get some screen burn in.
