I have following configuration
motherboard: microatx simm-g31e(k)
Hard drive : 500gb samsung + 80gb seagate
ram : 3gb ddr2
Cpu: e5700
Dvd drive: 1xdvd drive
gpu : gt 240 1gb ddr3
os: windows 8
Seasonic SS400BT PSU

i want to buy gtx 650ti boost 2gb
Geforce GTX 650ti Boost - 24A and a 450W PSU minimum
Power Supply Required 450 W

my 4oow psu specs:
Power Output 400 W
Efficiency 85 %
Current at DC Output of +3.3 V 20 A
Current at DC Output of +5 V 20 A
Current at DC Output of +12 V 30 A
Current at DC Output of -12 V 0.8 A
Current at DC Output of +5 V sb 2.5 A
Motherboard 1 Motherboard Connector with 20 pin, 24 pin
CPU 1 CPU Connector with 4 pin
PCI-e 2 PCI-e 6 pin
SATA 4 SATA Cables
Peripheral 2 Peripheral Connector with 4 pins

will i able to run yhis card on this psu ?
 
A GeForce GTX 650 Ti BOOST should be drawing less than 11 Amps from the +12V rail even when the GPU is overclocked to 1240 MHz.

You'll have no problem powering your system with that graphics card even if you overclock both the CPU and GPU.
