Why can't I run FC3 on maxed out?

Here is my build:

[Intel Core i5-3570K 3.4GHz Quad-Core Processor]

[MSI B75MA-E33 Micro ATX LGA1155 Motherboard]

[G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600 Memory]

[Seagate Momentus XT 750GB 2.5" 7200RPM Internal Hard Drive]

[EVGA GeForce GTX 660 Ti SC 2GB Video Card]

[Antec VSK-3000 MicroATX Mid Tower Case]

[Thermaltake TR2 600W ATX12V Power Supply]

1600x900 Monitor as well.

I see people with the same kind of build maxing out games like FC3 or BF2 on 1900x1080 and getting 40-70 fps. Why can't I do this on 1600x900?

Will a 670 or 680 run it?

To get good framerates at max setting you are going to need a dual card setup. I have 2 680's and I can't quite max it out (almost, but not quite, and this game does not play nice with sli/xfire, took some major tweaking to get it running smoothly)...of course I game at 1440p. At 1600 x 900 you wont need quite as much beef. But you will still need some. A single 670 or 680 (I would go with the 670...better cost/performance ratio) should get you great framerates with only sacrificing stuff you mostly wont notice.
