Anyways every time I go to Boston there's always a frame drop like I would be able to play at 60 fps on high settings then I get to Boston and it drops down to 20-30 fps. Is there any patches that would help or fixes?
 
Boston is a part with lots of stuff going on, and thus takes a bit hit and also why they use it for benchmarks.

Also a very CPU dependant game that favors Intel big time.

Not much you can do, the game is very poorly optimized. The game can only effectively use 1 CPU core, so on high graphics settings you are likely to hit a CPU bottleneck when you get into denser areas like Boston. Ubisoft has not patched this, and at this point I doubt they will, they're too focused on AC4 now. All you can do is either turn down your graphics settings, or try overclocking your CPU to try to squeeze a little more performance out of it.
