Fraps AND in game counter say 60 fps but feels like 20

I need serious help now, whenever i play games like battlefield 3, black ops 2, and so on i feel like i have 20 fps. Its not screen tearing cause i have tried it on 3 different monitors and bought 2, plus changing settings doesnt help either.
My rig:
i5 3570k @ 4.1ghz
Gtx660Ti 2GB
16GbDDr3 1333
1000w PSU
P8---- Mobo. (Cant remember exact number)

I dont know whats wrong, I am considering buying either another 660 and SLI or just get a 670. Please help me this has become a huge issue for me. Thanks

I will (on vacation) My issue is the normal drivers dont install, the only thing that installs is the GeForce experience, of which doesnt even install because it states its missing components

First off uninstall all graphics drivers.

Second, boot into safe mode and run driver sweeper, get rid of any traces of graphcs drivers from nvidia and amd.

Restart to windows, and re-install the newest graphics driver from the nvidia website.
