If a PSU is of bad design and fails, yes, it does have the potential to take other components with it along with the potential to start a fire. The Seasonic would be a definate improvement over any generic PSU
Generic PSU's will work fine but are not very reliable when it comes to high power use. The majority of people reccomend quality name brand PSU's the have a 80 plus rating. As stated above when generic PSU's fail they normally cause damage to other parts also.

Then upgrade your PSU, you should be able to get a quality PSU for under $50. And for a GPU go with a 7790, 7850 2gb, 650 Ti boost all can be found for under $150.

Good PSU? YES! Will not run the GTX 670 you will need more watts to run that. For the 670 I would go with a 600w or better PSU. Remember you want a balance, your current CPU would bottleneck with the GTX 670.
