Hello, i am looking for a gaming pc that can play present games even at low settings.. Budget is 300-400$only... If there is a monitor i would raise it to 450$.. Thanks!!

I can't quite do it, not with parts I'd actually buy myself. And, that's assuming you have a legit copy of Windows to put on it.
If you don't care at all about an upgrade path or being able to re-use things later, your best bet is probably the used market. Start with a not-too-old Dell or HP and add a HD7750 to it, which should run on the included PSU.

You will be able to play present games on medium-high-ultra depending on your screen resolution.
This build is easy to upgrade, only thing you need to do is to replace the gpu, the cpu won't bottleneck...
