Can I run skyrim well?

I know ill be able to max it but what about WITH ultra, ENB's like realvision, and all the best texture mods out?

I5 3570k @ 4.0ghz
8gb ram
1tb HDD 7200rpm
Sapphire 7970 ghz edition vaporx

And with all the mods above would I be able to have big battles with 100+ npcs or would I have to cut down on some of the graphic mods

You'd run out of CPU grunt at around 50 NPCs.

If you find the ENB mods to drag down your framerate too much, RadeonPro has some nice performance settings.

So CPU determines the amount of NPC'a active onscreen?
Why only 50? This guy with a 2500k OC @ 4ghz had a battle with over 200 npcs but it was at medium settings :/  if I turn down the graphics would amount of npcs increase that I could have?

LOL you can max out Skyrim with ease, but yes, many NPC will cause a spike or two, OC your CPU and you will never have NPCs on screen to even affect you.

Thx so even with all these mods I can get like 30+fps?

With SOME lowered distances yes.
