Which part(s) is bottlenecking

Hey all! So I recently got an AMD FX 8350. I do see a boost in fps, but still not max at 60 fps. I'm okay with this, but I'm curious what is bottlenecking me from doing that. here are my computer specs.

MOBO: Asus Sabertooth 990FX
GPU: Geforce GTX 570
RAM: 8 GB DDR3 1333mhz
CPU: AMD FX 8350 (I know this isn't it)

So I know its either the RAM or GPU, perhaps both. If I want to get max settings at 60 fps with games like Tomb Raider, Bioshock Infinite etc, what should I upgrade first? From my experience, I'd think RAM because of its speed. But I'm not sure. Thanks!

If the CPU is running at 100% and the GPU only at 50% while ingame, then you got a CPU bottleneck and the other way around.

It's the GTX 570. It's an older card that just can't max the newest games.

Res is 1920x1080,

I'll play anything. MMO's, FPS's, for example Watch Dogs when that comes out later this year. Tomb Raider, Bioshock Infinite, and more.

Tomb Raider requires some hefty graphics horsepower, especially if you're trying to achieve 60 FPS:

Really? That seems really weird. On basically max (Except for TressFX which IMO sucks anyways) I got 30+fps EASILY. Usually 40+.
