Uninstalled the CCC for ATI graphic card and reinstalled it and does not work

hi.
about an year ago, i bought a refurbished laptop.
i7, ATI Radeon 6490m HD.
6gb of RAM. Samsung series 7

I was using the windows movie maker and for some reason, the preview screen won't show the preview. it just showed the gray color.
I searched the internet for solution and came to a conclusion that there was something wrong with my graphic card's driver. I have tried the auto detect update for the CCC but won't update it. So i decided to uninstall it using the program on the support page on the AMD. My laptop's screen resolution was 1600x900 but after uninstalling it, the max became 1024x768. i believe it's because of the integrated graphic card. I reinstalled it using the programs on the support page but it does not open.

Before I had it unistalled, I could access the CCC by right clicking the background and selecting from the tabs. Please Help!!

does the fact that it's a refurbished laptop makes a difference?

did you make sure you downloaded the correct drivers for the laptop? One reason the download did not open is the download may be corrupted so try to re-download the driver.

I did. however i just fixed the whole resolution problem using the system restore in the advanced boot setting.
i redownloaded everything multiple times. I should contact the experts and let them do it not virtually. Thank god i was able to get out of the low resolution thing.
