Need a 'virtual sound device'

Need a virtual sound device or whatever they called, I need something I can stream whatever sound is playing through the 'out' when I need to and still have that separate from Teamspeak if you know what I mean, I've found a few ways to play sound files, but I want something I can straight up stream with. Anyone know of such a program or at least where I should start looking?

Anyone had personal experience with a program they'd recommend? It's a bit strange something like this isn't built into the OS.

Woah this is an old thread, for the record, did find a program, its called 'virtual audio cable' or some such, essentially I set winamp for example to use that virtual output and whatever program I need to utilize 'line 1 virtual audio cable' or whatever its called, works a charm.
