windows 7 not shutting down

Could be a damaged anti virus program or a damaged program that not shutting down. Use msconfig and turn every thing off in the start up tab then try and reboot and after the reboot see if the pc still acts up. If it does see if you can disable the anti virus to see if that hanging your system. Also boot into safe mode and see if the issue still there.
