Fluctuating FPS In Games With New Build

Just recently built a new Pc.

Everything worked well. After a month in had fps issues. Realized i didn't have the latest updated drivers >_<

For some reason my fps has been fluctuating in Wow from 35 to 100+ and in League from 12 to 45. After Update

--All drivers are up to date.
--Dont play with Vert Sync
--Main Monitor is a 2012 Vizio Flat Lcd 75hz
--Fps issues are in full and windowed
-- Graphics Cards Been running at about 41*C (105*F) - 45*C(111*F)
--Games Run on my SSD i also have a Tb Hard Disk for other stuff
--Running Windows 7
--Fun Fact (When share screening with my friend on skype to help solve this issue my fps would stay at a constant 85fps-105fps on wow and 75fps+ on League. But when i would stop screen share then i would have issues) <== what does that mean??

Im just really looking for any tips or things ive overlooked. Im sure its something simple.

maybe go to the new beta drivers. they work best for me and my 7950. also use the amd cleanup tool before installing the drivers.
also go into your CCC and crank up your power to the plus 10-20 range to see if that helps. If it does RMA that thing and get another.
 

DL GPUz and click the sensors tab. Run your games, and alt-tab out of them and see what sort of load/clock speed etc your GPU is using.
