The GTX 460 is outdated by 2 generations of graphics cards. I'd take a guess and say it probably doesn't support DirectX 11. The HD 7770 is a current generation so I would strongly recommend it over the GTX 460 in this case. But shop around because the price of the GTX 650 TI has dropped recently so you might be able to grab one for the same price as a 7770 and it is a better card.

You could easily grab a HD7770 and OC it to match the GTX460 1gb. I also would recommend the HD 7790 where it will beat the GTX460 1gb.

And consider that the Fermi architecture w/40nm fab process eats waaay more energy than a AMD's GCN w/ 28nm fab process. A HD 7770 would beat the performance/watt of the gtx 460 by 200% or something bit less.

With 720p.... like literally any modern GPU will do. Even a HD 7750 can more muscle to process 720p max settings and MSAA with using less than 75W (no auxiliary power need)! So keep that into consider if your PSU couldn't support a +75W GPU.
