Monitors flicker and fuzz out, but only on video sites?

I've got a rather bizarre problem, I'm running two monitors, an Asus VH238 as my main monitor and a Samsung SyncMaster 943bx as the secondary (desktop extended). I usually use the Samsung for web browsing and I notice that sometimes I get horizontal flickers across the screen when I'm on a website that uses video like Youtube or Videosift. The Samsung is using a DVI connection and I have recently started using HDMI on the Asus monitor, ever since I started using HDMI the Asus monitor will sometimes start displaying nothing but colored static when I am looking at video sites, even though I'm looking at them on the secondary monitor, I usually have to re-boot to fix this. I've never seen anything like this before.
Here's some hardware and software info
Monitors: Asus VH238, HDMI, DTV, 1080p 60hz extended
Samsung SyncMaster 943bx, DVI, DFP, 1280x1024 60hz extended
Video Card: XFX Radeon 7970 Black Edition, 3gb of ram, Catalyst Ver. 13.1
OS: Windows 7 64

I'm not sure with it since it occurs only when you play video sites, does it occurs when you try to watch movies from your hard drive or playing games? have you tried changing the HDMI cable, or try updating your video drivers.

It only seems to happen with video sites, games are fine, movies and other videos that I watch with VLC or on DVD are fine, even Netflix is fine. I finally got sick of it and plugged my main monitor back in using DVI and the problem essentially goes away, I still get horizontal flickers across the main monitor like I did with the secondary but it no longer turns into pixel vomit. Whatever is going on I think HDMI was less tolerant of it and so the problem got worse. My drivers are pretty new and I doubt it's that anyhow because I've had the flicker problem for some time now, easily spanning over several driver revisions. Of course, with both DVI connections being used now I can't use my Wacom Cintiq, but that's an entirely different headache.

I upgraded just a month or so back, new CPU, RAM, mobo, video card. I remember having the same issue with the previous card (a Radeon 5870), I just never tried using HDMI with that card so I never saw that problem, otherwise that card worked for years. And the card seems to work everywhere else just fine.

Sorry, I'm not quite sure I understand the question. Are you asking if I have tried my old card in the new system? If so then the answer is no, but like I have said before, the flicker was present in the old system as well as this new one. The old system by the way was an intel i7-920 on an EVGA X58 3x SLI board with the Radeon 5870 videocard.
Okay, I think I've nailed it down to Flash and ATI cards not getting along, disabling hardware acceleration in Flash seems to fix the problem. Here's the thread with the details for anyone who's curious.
