Simple External Video Input Without Recording

I have a PC with Windows 7 64-bit and I need to input composite audio/video (the red/white/yellow RCA combo), preferably by USB. I don't care about recording: I can FRAPS it if I want to do that.

All I want is to be able to hook up audio or video and be able to play it on my computer (preferably by VLC), no writing to DVD or hard disk or anything of the sort.

What is the least-expensive option of good quality that does this simple pass-through operation? (I don't expect any of the video to be in HD: It would be either from my VCR or from my Wii, neither of which support HD.)

Of the ones I see in that list, either they're for output from the computer rather than input to the computer, or the reviews are full of comments about either low quality of manufacture or video transfer, or desynchronization of as much as two seconds after being on for a while.

I was looking for a recommendation of something that is very simple and not prone to failure or bogged down by features I don't need, something that will literally just take the composite/RCA video/audio input and make it into some format that can be input through USB that doesn't require ridiculous capture software beyond maybe one proprietary driver if necessary.
