My CPU is running at slow speed

My (AMD FX-8120 8 core 3.1 ghz) core speed is running slow between 1200mhz and 1400 mhz and its multiplier is stucked at 7x. How can i speed it up to reach 3000 mhz? Btw its not overclocked and i don't want to overclocked it. And i got this CPU last may 2 from newegg.

what motherboard do u have that 8120 on? have u tried clearing the cmos to set it back to factory setting?

I have ASRock 970 extreme3 mobo, 8gb ddr3 1866 and 2gb radeon 7850. I havnt tried removing the cmos yet.

Try running/stress test with prime95 (free) see if the speed goes up or not,

if it goes up when running prime95 then the cpu is fine/normal...

That's called Amd cool n quiet tech. It leaves your CPU at a low frequency and a lower power state until needed. Run a stress test as suggested and watch your frequency on coretemp.
