You could try an undelete program, such as Recuva (http://www.piriform.com/recuva), but if you've written anything to the disk since the deletion, chances of recovering everything in that folder are slim. And you need to recover everything, because any missing files means at least one application, if not more, will no longer function.

Your best bet is to re-install Windows from scratch (boot with a Windows disk, delete the partition, install, or else use the recovery disk/partition that came with your system if it was a pre-built), then re-install all of your applications again.
