I play ArmA 2 and ArmA 3 and my friend gets better performance then me when we have the same specs except he has a 7200rpm hard drive while I have some old one from a 2006 computer.

Specs:
i5 3570k
GTX 460 1GB
Asus H61
4GB RAM 1333 mhz

Short answer: no.

Long answer: a faster hard disk drive will only increase loading times. But even the fastest hard disk drive (HDD) cannot contend with a solid-state drive (SSD). A SSD can load up your game many times faster, but it will otherwise have no impact on your gaming experience. Unless you run out of RAM, which can be the case, data will be swapped with the HDD, then you'll get a much slower performance. A HDD is much slower than RAM. Even a SSD is slower than RAM.
