Blue screen and other issues

I have had several problems which are listed below, I would really appreciate some advice.
I have a PC that was running Vista when it started playing up and eventually came up with the blue screen of death. Also the graphics card was very noisy (the fan).
I bought a fan-less EVGA GEforce 210 1024MB DDR3 graphics card. (this PC has never had onboard graphics access) I also got a new HDD and a small 64GB SSD(for the OS which I have now upgraded to windows 7)
The computer starts up slowly, I tried to install the graphics driver from the included disc and also the up to date driver from the website and both fail to install and display the error message along the lines of "no hardware detected" It must be working because the HDMI is plugged into the graphics card.

I have noticed under device manager is has the error message "This device cannot find enough free resources that it can use. (Code 12)" under PCI standard PCI to PCI bridge.

I have several issues which in summary are
-slow startup (despite OS being on SSD)
-unable to install graphics driver
-error message in device manager.

Could anyone offer some suggestions for my mixed set of problems.

When you install windows it only has a few generic motherboard chipset drivers. The first driver that needs to be installed is the intel or amd chipset drivers for your mb.then reboot. On reboot the mb should fine your video card as standard VGA card. For the blue screen issue I would start with running memtest86 and cleaning out your pc of dust and asking sure the fans are running. Then use hardware monitor to check your temp and voltages.

I attempted to obtains the chipset driver from the motherboard manufacturer website but pc still running slow. I tried the GPU in another pc and it didn't work at all. Tried it in another pc and it didn't work at all. Tried a different GPU in my build and that worked really well. Think I will be sending it back. Either broken or at least not very user friendly.
