My friend has got a new gaming pc recently
i7-3770K, GTX 680 3gb, 8gb ram, 1tb hardrive , nzxt phantom full tower but he has a 600W psu and i think this is not enough or at least he could get a much better performance with a 700-750W psu am i right?

I mean the only thing I would do honestly to put a bow on top of his build is probably get a SSD 128/256 GB's.
