Im going to say that FX-4130 will bottleneck most likely.
If you overclock the FX-6300 then you MIGHT not bottleneck, but 2 650ti's are pretty powerful. Im not certain, but i believe that you should be good with FX-6300.

You might wait for others to reply to back up, or disagree with what I said, because it is nice to get a second opinion.

I agree for the most part. Though if I were you and you intend to play games with that system, I'd get something like an 8350 or 3570k. If you get a 6300, I'd overclock it a bit to squeeze some more performance out of the cards. Also, if you can afford it, a 680 or 7970 will offer similar performance and be more efficient but that's not a huge deal.

A GTX 650 Ti Boost in SLI will perform better than a GTX 680.

Considering that there doesn't appear to be much of a performance difference between the 4170 and 6300 when running a GTX 680 in the following article, I would say that the 6300 would be preferred but the 4130 wouldn't provide much of a hindrance:

That is a good point. Try going for this instead:
GTX 670 (a little weaker than gtx 680/sli 650ti boost) but, with the money you save you can get a better processor like the 3570k, or fx 8350 which will make it to where in the future (700 or 800 Nvidia series) you will have room to upgrade without needing a cpu upgrade.

well you see right now i'm going for a budget build. I'm only getting a single 650 ti boost, i was just asking if down the line like say a few months from now i could buy another one without having to upgrade my cpu.
