Hiccups during gaming

Hello all, I bought a refurbished Dell XPS 8500 Special Edition and I'm experiencing "hiccups" while gaming. There's a slight 1 second freeze every 30 seconds or so. I call it the "dubstep lag" because it sounds as bad as dubstep (sorry). I bought a 660 to replace my HD 7770 and the problems seem to be worse.

I assume that it has something to do with my power supply or improper heating although I have the MSI 2GB 660 TF. The temps are around the high 30s to low 40s using MSI Afterburner. I recall setting my fan speeds to 50% and it didn't help much.

I play games that are installed on my SSD and I've experienced similar problems playing games on my HDD. I've switched the SATA ports that it was connected to, refitted the ram/video card and it worked for a day but the hiccups came back. I found that ALT+TAB while gaming would cause the problem but now that doesn't matter.

I've updated all drivers (except for my SSD, gotta use a bootable USB drive) and I cannot find what my motherboard brand is. I've looked but haven't seen anything yet.

I'd like to see if I can fix the problem before calling Dell.

After a little digging, I found that someone said they had hiccups due to a lack of voltage so I messed with MSI AB and tried increasing my voltage but that didn't help so I reverted to default.

Here is a picture of the Kombustor stress test. I can't determine whether a higher Power: TPD % is better or worse. Just thought that it would help out a bit.

If my GPU isn't the problem, then it could be something wrong with my SSD.
