I am going to buy ATi HD 7770, It needs 450 watt PSU, I currently have 250 watt PSU, So I definitely need a better PSU for it.

Tell me one thing, that card needs 450 watt PSU, So should I buy a 450 Watt PSU, Can It handle both my GPU and the PC ? Or I need 500 Watt PSU for GPU + Pc ? Is there any rules to follow for it?

450w psu will handle both your GPU and PC.

There really isn't any rules to it. you mostly want a overhang of power availability. But in this case, the main thing isn't the system is going to use that much power. It's more of most 350/400w PSUs doesn't have a 6 pin connector that the 7770 requires.

The 450w requirement is for your entire system. No need to go over that as long as you buy a quality unit. Try and stick with Corsair, Seasonic, PC Power and Cooling, XFX, Enermax, Silverstone, OCZ or Antec for quality.
