Power Supply Problem - Graphics card won't turn on when I boot my computer (tested with multiple cards)

I apologize if this is the wrong forum section but I think it's a power supply problem. Basically my monitor doesn't get any video signal from my graphics card, and the reason is the graphics card isn't getting powered. I've tested this with both an ATI card and an Nvidia card (the main symptom being that the fan isn't spinning, and I don't think any other part of the card is running). My computer's fans ARE running, however.

Specs:
Dell Inspiron 5XX (can't remember exact model)
Windows 7 Home Premium
ATI Radeon 5670
300W Power Supply

Those are all the specs I can remember off the top of my head. If more information is needed I will gladly provide it.

Interesting. Thanks for the info!

However, I've been running this setup for 1.5 years with no similar problems. Recently I've been using ATI Overdrive to boost fan speed (and card speed a bit too) to slightly increase performance but mainly decrease overheating. Do you think this would be the main cause?

Possibly, but if you're teetering on the brink of your PSU's capabilities to deliver the required current, many reasons for it to fail, and increasing fan speed would increase load. Plus components within the PSU will deteriorate over time, making it less capable to deliver... though I'm slightly puzzled by the fact thatyour CPU fan still spins, usually when the load on the PSU is too great it would just shut down almost immediately. I think the sensible next step would be to replace it with 400W+ though.

Try to go to safe mode and set defaults on Overdrive from there, maybe you can resurrect your PC. If no boot still try connecting monitor to on board chip VGA just to boot and change Overdrive to default.
