Upgrading, need pro tips

Hi,
i built my own computer awhile ago, and its really slow on some games like Starcraft 2 specificly.
Im not sure which part is it that is making it slow, could i have some tips?
I dont really know much about computer, just basics of it, heres my computer spec:

CPU: Intel Core 2 Quad Q9450 @2.66
GPU: Nvida GeForce GTX 580
HardDrive : Western D 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s
MotherBoard: Asus Rampage Formula
Memory: 8GB (ddr2 i think)
not sure about other parts, dont know how to check and forgot...

i only run on 1680x1050.

could you let me know the order of priority which one should i upgrade,

Priority #1: CPU.
Priority #2: None, or if you want, GPU.

is the cpu really very slow?
and do you have any cpu that you could recommend?
i cant spend like 1000 on a cpu... maybe around 200? would that be a big upgrade?

Yeah... about that. I don't know any good LGA775 CPU. And even if I do, you probably wouldn't be able to find them easily. It's outdated. You can buy a modern CPU in a different socket, but that'll require you to also change your motherboard to the proper socket.

oh god, i guess my desktop is really outdated.
sorry if i have too many questions
what socket is the newest now? and does an expensive motherboard really much faster than a cheaper one?
any motherboard you can tell me thats nice and not that expensive?
i dont overclock, and i dont know how to.
