If the game is online you have to consider the possibility of it being your internet. But if not, are your drivers for your GPU up to date?
 
Do you find the vsync better for you. seeing as chances are your screen can only display 60fps, it may be an option to use it that way as long as you are not getting too much input lag.

I have a system with a 650 ti in it, but tend to use a frame rate limiter so do not have any 80+ down to 50 or anything like that. most of my games are set to 60(v-sync) or even 30-50 for some(low action games).

Some users FEEL the drop more then the frame rate it self so those users find a better game experience at lets say constant 40/50/60 vs 90 -> 50 from time to time.

So what game or we talking about, because it just might be a high end game that the 650 Ti is just having trouble running like Far Cry 3 or something.

You should have no trouble with running those games. They should be fine for FPS. But with League of Legends, unless you have a monitor that is more than 60Hz, Your FPS wont go higher than 60. I am not too sure on Starcraft 2. Sorry I don't play it.
 
Starcraft 2 if you play large maps with lots of players or many of the user made maps can have frame rate drops one way of the other.

Also in SC2 if another player starts to lag it will cause ALL players to have pauses even if you do not get the waiting on XXXX player message.
