The 7990 is basically two 7970s in crossfire. Powercooler Implemented this before AMD officially did.

Powercolor's implementation uses far more power and produces far more heat due to the use of inferior chips. That's about it.

AMDs card is reportedly quieter. The Devil 13 probably has a better power supply and I am guessing a better cooler. Although AMD had a lot of time to tweak. Same idea though, AMD just didn't really need to bring it out and I think they were, as Nvidia has done, saving the supply of 7990 configs for HP computing. As its very expensive, I don't recommend it unless you are running multiple screens.

Agreed. The gpu manufacturers have gotten awfully greedy lately. And I though a 500 dollar card was a bad value.

Powercolor's 7990 uses a lot more power, produces a lot more heat, takes up 3 expansion slots, is a lot more noisy and needs a push of a button to activate the boost function.
AMD's reference 7990 uses less power, produces less heat, takes up only 2 expansion slots. is quiet and has higher clocks and better performance than the powercolor 7990.
