Laptop fan running at full at minimum usage

I have an Asus K46cm, Intel Core i5 3317u Nvidia GT635m, 4GB RAM, 750GB HDD, Windows 8

Problem is, the laptop fan seems to be running at full capacity at very minimum usage such as web browsing or word processing. It wouldn't bother me so much if not for the fact it is annoyingly noisy. The air coming out of it is not even hot, more like cool air (I think that's normal?) And I don't think the laptop overheat that easily as I'm always in an air- conditioned room. Is there a way I can manually control the fan speed (I've tried Speedfan and it doesn't work)?

The laptop's pretty new by the way, only about two weeks old.

It's under warranty.
I suggest taking your laptop to the service center for diagnosis.

something worth a shot is going into the bios to check the settings. had an old computer that ran cpu fan@ 100% all the time until you disabled some setting.
