In all seriousness, you need to get some thermal paste from somwhere eventually, but if you have a couple of thermal pads lying around they would probably suffice for the time being...
Without any thermal paste? I wouldn't do that if I were you. The termal paste is there to ensure contact between the component and the heatsink. If you're not using any thermal paste, it will overheat in no time.
Assuming you took the heatsink (or whatever is on the 360 GPU) off, you NEED to use thermal paste because it will overheat quickly, like ThomasJ93 said.

It has thermal paste on it. I just need new thermal paste

You create air bubbles when you do that. Bad, bad, bad, bad, bad, baaaaaaaaaaaaaad idea. You should really research something before you do it.
