Would an FX-8120 overclocked to 4.0 GHz bottleneck a Radeon 7950? And if it doesn't bottleneck, could you get that with a stock cooler? Or even close? Thanks!

No bottleneck. I would never suggest overclocking any cpu without an aftermarket heatsink. You should buy one if you plan on overclocking.

I have my FX 8120 overclocked to 4.0GHz on the stock heatsink and it doesn't overheat.
