CPU fan always running 100% and max RPM's

So i recently built a new pc and the CPU fan is ALWAYS running 100% max rpms (around 1800-1900) and at 100%,

The MOBO I have is MSI Z77A-GD55

and CPU fan is the Enermax ETS-T40

I can go into the MSI Control center app that came with the drivers and check off CPU Smart Control than it will slow it down and control it based on temp etc... but it never saves. As soon as I restart my pc the box is unchecked again and everything is back at 100%.

I checked in the BIOS but didn't really see anything about auto cpu fan control except CPU Smart Fan Target Temp which I dont think it's what im looking for.

Basically trying to get it to slow down the RPMS when its not needed so its not 100% all the time.

my temp on average with just browsing the internet and steam etc is about 27-30c

been playing darksiders 2 for about an hour or so and its at 32-35c acording to speed fan

Those tempos dont sound right....download and run OCCT and come back w/ individual core temps.

ok just ran occt and it says testing not really familiar with that program but I think its running, idk if it means anything but while this test is running speedtest is showing about 50c but I will report with what it says when its done.

Also im running with darksiders 2 minimized if that matters
