AMD CCC wont open

I have a computer that is running windows 8 pro I just upgraded the video card driver for it AMD 13.4, Card HD5450, when I try to open the catalyst control center it does not open. The little circle that shows the system is busy comes up and flashes a few times then goes away. I have un installed the control center and reinstalled the control center no change. I ran a tool that is supposed toclean up the .net files from here http://benchmark3d.com/catalyst-control-center-wont-start-fix but that did not work either and windows 8 will not allow you to uninstall and reinstall the .net framework because it is part of the OS. Any ideas on how to fix this?
Thanks

Thanks I ended up fixing it before I read this post with similar solution. I came back I wanted to ensure I posted a solution.

uninstall CCC
disable all ATI startup files
delete all ATI and AMD folders
delete all ATI strings from registry
restart computer
install CCC

it worked for me

Did you do any of these steps in safe mode? and could you specify how many folders you deleted. I am just trying to make sure I did not miss any. I tried deleting all the ATI/AMD folders. But after reinstalling CCC it still never comes up.

I did not do it in safe mode. I think their were two folders.

After 40 years of computer expertise (programming, building, troubleshooting and the like), it never ceases to amaze me how a company can create a program that cannot either be fixed or completely and simply removed to reinstall. The answers I see also never cease to amaze. You want to tell the people where to go to remove 'every single item' you are talking about here? And the beat goes on!!!

I hope you intend to write & patent a "master control" uninstall program that will wipe everything with the push of a button..
