bad framerate with games

Hi guys,
I recently installed Windows 8 on a dual boot but for some reason games perform terribly. While games run fine on the windows 7 partition, they go to sub 20 frames per second on windows 8. I've looked everywhere for solutions and everyone comments that the most effective solution is to disable hyper-v, but mine came disabled already so that doesn't work for me. My graphics card is the radeon 6970 with the latest drivers, can anyone help?

It`s sound to me like bad Win 8 drivers compatibility of you system.
I suspect you run win 8 with inegrated drivers and you mobo is not stack well with Win 8
Try to upgrade you Mobo drivers for Win 8

I had this strange case once :
a laptop was running great under win 7 when i install Win 8 on it my CPU did`t go over 1800 MHz and it supposed to go up to 2100 MHz and that`s cause of Win 8 - my movies start to LAG .....
I roll back to Win 7 and there you go .... no problem found !

I can't seem to find any drivers that will affect the frame rate of a game, perhaps there's something I'm missing. I am using the gigabyte z68xp-ud3p motherboard. What would I need to update to fix the frame rate issues?

For the main board use this link : http://www.gigabyte.com/products/product-page.aspx?pid=3912#dl
- choose proper 64 or 32 bit Win 8
For the GPU use this link : http://support.amd.com/us/gpudownload/windows/Pages/radeonaiw_vista64.aspx
- choose proper 64 or 32 bit Win 8

This was only assumption you may have bad FPS after good Drivers also if the games you run are old for Win 8
Post some shots of the games you run
Use fraps to show the FPS
You can use some tweaks to show CPU and GPU info also in the 3D shots - see this treat poster shots :

Thank you for pointing me to that page, but (and please pardon my ignorance) The only driver there that I can see improving the frame rate of games would be the VGA driver, and would it be prudent to install that, considering I'm not using an onboard graphics card?

It`s simple as been ....
You download drivers for the mobo from the mobo Manifacturer web - for the correct Win ver. and 32 - 64 bit
If you cant find drivers there you search in the Chip-sett Manifacturer Web - for the correct Win ver. and 32 - 64 bit
In you`r case you have drivers on Gigabyte - use them ....
The same is for the Video Controller - manifacturer WEB first then GPU chip manifacturer site

As i sad Win 8 have very good Driver package - it will not leave "old" PC with missing drivers but are they good for gaming ....... :)
In some cases yes but maybe you `r not most of the cases .....

I have a bit more insight into the issue now. I have attempted to download the motherboard drivers but nothing has changed. However, after downloading the ET6 utility and running it on both my windows 7 and windows 8 partition, I noticed that some of the levels were different

I thought it would simply be a matter of dragging the meter up myself and saving it, but as you can see with the windows 8 version, while the target changes, the power on section stays the same.

Does this help?
