when i switched on the cpu and monitor ..a buzz or scratching noise coming from back of 1 year old esonic crt monitor..i thought that the plugs were not put in properly..checked plugs,socket,fitted again..but same sound coming continuously but after few minutes the sound volume lessens.

Being a CRT it sounds like a bad power supply in the monitor or the flyback transformer. In ether case it might be time for a new monitor.
And this should not be in the motherboard section.
