System Backup on a Different partion

Is it possible to Backup our Operating System and Data on a different partition,so that if somehow windows becomes corrupt[Due to virus or something,and even safe mode ceases to open],then we can restore our Operating System and Data,Without using any Windows Installation DVD..?

Actually I have a Toshiba Laptop,and somewhere on Toshiba Forum,there was a manual on how to restore a Toshiba Laptop[With Windows 7 64 bit] to factory settings[The whole Windows Operating System]without using a installation DVD.I just want to know if we can create such restore points with commercially available Backup Tools.

Under Control Panel>Backup and Restore you can create system images on partitions/HDDs/DVDs at will.

I would do a baseline backup of the system after you set it up the way you like it, then periodic backups as needed.

One more thing: software corruption (viruses, corrupted files etc) affect one partition, but hardware-related failures (spinning platters, read/write heads, wear and tear) affect the entire HDD. For that scenario, best to use a different HDD (external or internal) or another type of media.

Okay,But how can someone restore those backups if Windows doesn't start[And safe mode doesn't start too]?
[Assuming that I have created a backup on a separate partition,but on the same hard disk]
Do we need a LIVE DVD of Windows[Or something similar] to restore those backups?
