Why is it only showing 8GB of RAM when I have two 8GB sticks in?

So the total should be 16GB but it is not showing up that I have that much. It did in the past and without moving the computer at all or anything like that it just randomly went to 8 GB. I tried unplugging and re plugging them in but it does not work. Anybody know a solution?
I have tested each one individually. The computer did not boot up all the way with either stick.

System Specifications:

Win 7 Home Premium
Processor: AMD FX 8150 8 Core
Memory: 8192 (But should read somewhere in the 16000's)
Graphics Card: AMD Radeon HD 6700
Motherboard: ASUS Crosshair V Formula

I just went to check the BIOS. It does not show all 16. You think this is a bad memory stick issue? Thats about all I can come up with at this point.

Try removing one chip and checking the BIOS, then try the other chip and check the BIOS. See if they both report 8GB with 1 chip in. If they do, put them both back in and see. Sometimes they need to be reset in their slots because they weren't fully in before.

I'd lean more towards a dimm socket on the motherboard going bad than the memory.

As stated above try one stick at a time and see if both work. If they both work then it's more than likely the motherboard itself.
