automatically shutdown and fan doesn't move - problems

hi i am talking about an old PCs.. i have a two differents problems :
first , when i am turn-on my computer it takes about 45-50 seconds until he turn-off himself ..
i have looking for this problem and found it is seems like i have cooling issue , so i tried to replace my cpu fan and nothing ! the problem occur again .
btw - my thermal ointment got dry .. do you think that this is the problem ?

my second problem refer to another computer (AMD ) and it's about my cpu fan , when i am turning it on i can see the CPU FAN just try to spin himself and just move a bit to the left and a bit to the right but not actually spin .
do anyone know this problem ?

i would like to get your help =]

p.s - do anyone know how do i need to connect the blinking cables of the turn-on/off button to the motherboard ?
 
If your thermal paste is dried out you should reapply. If the fan doesn't spin at all that usually means it is dead. If you have replaced it and that fan doesn't spin then I would point to its plug that it gets power from as being dead. If that is the motherboard then it is time to plug it into a molex adaptor.
 
your fan can derive power from the motherboard or directly from the power supply. when it gets it from the psu it is always on at 100%. When it gets it from the mb it will often adjust it based on temperature (pwm) .

The fan is most likely dead. But you said that you already replaced it and it did the same thing so now I suspect your power source which is often the mb. That is why i suggested connecting it directly to the power supply. That often takes a molex adapter to the 3-4 pin connector to the fan. Some fans come with that adaptor.

oh i see .. thank you for your help .
i have an update about the thermal paste .. since i have spread it my pc didn't turned-off , but ! sometimes its announce the turn-on beeps and then everythhing is good , but sometimes it doesn't do it ( announced the beeps ) and then there is no display :S .. someone?
and what about the cables of the turn-on/off ??
