My specs:
fx 4100
basic disk reader
a pretty standard micro atx mobo
8 gb of ripjaw ram
a 1 tb 7200rpm hdd

Short answer is yes, Im not a fan of rosewill but it will do the trick just take it easy on the cpu OC

Not the best supply though not the worse. The GTX 660 needs 450W for the system and that is what you have. Should work.

would it be safe to use it? because im trying to not upgrade my power supply. But would it run just fine?

It should. Rosewill is not the best supplier out there. Some of their units are made by Seasonic and are recommended (at least by me) but the Stallion Series is Solytech which is their cheapest manufacturer (the price is why you bought it in the first place). It has a 6-pin which is what the video card needs. Use it in good health.
