This thing was in my mothers computer, but the card itself became damaged (pets wrecked the display ports) so she needs a new one. I'm going to go right ahead and admit this thing is fairly old now (2008), so you don't have to say it yourself.

Anyway, since this is for my mother (Read: non-gamer) I'm honestly not sure where to even start. I've never gotten a "non-gaming" gpu.

Here is the MoBo she is using:
http://www.asus.com/Motherboards/P8Z68V_LX/#specifications

Requirements/Uses:
Computer used for: Facebook, Watching Livestreams, Browser games
OS: Windows 7 x64
Resolution: 1920x1080
Power Supply: 500w
Budget: Under $100

Solution
Get a gpu that would play videos and run rich texture filled web pages without any hassles

get a hd6570, you wouldn't regret it. Cheapest nvidia alternative would be a gt630

Both would cost you around $50-60

ThE gtx 620-640 are the newer cards that replaced the older 8000 and 9000 line of nvidia. Online from new egg or micro center do a search by price.
You should find in the 30-40 range the gtx 430 and 520 cards.
Both should still the same or more Cuda cores that the old card had.

They should be more than enough for a non-gamer. But I still wouldn't recommend either. My dad had the hd5450 and while it handled all the web browsing, the card literally choked when he tried launching some rich flash contents for his work..there were lags and the system froze a few times. Its better so spend that extra $20 on a better gpu(ie. hd6570/gt630) instead of having to buy a new gpu later on. gt210 and hd5450 should never be recommended unless power supply or money is an issue not to mention they are even slower than a 9500gt.

Cod2 is hardly a title worth bragging about, even a 7 year old 6600gt should run it like butter. And this isn't about gaming. From experience, both the gt210 and hd5450 are rubbish. Not only are they weaker than OP's old 9500gt, if you keep straining them too much, they die.

This is me talking from experience, I had a gt210, My brother played unreal tournament like once a week, it died after 2 months. Then returned it for warranty and they gave me a hd5450 which lasted only a month. Then I got a replacement hd6450 which also died after 3 months or so. I claimed my warranty for the 3rd time and they gave me another hd5450. Maybe you got lucky with your hd5450 but they generally suck.

Bottom line is that I cannot recommend the cheapest gpu to anyone when MUCH better options are available for only $20 more. Also the op has $100 budget.
