New CPU and Mobo run slow?

I recently upgraded from an AMD FX8120 and a Asus m5A99x Evo r2.0 mobo to a Intel i7 3770k and a ASrock z77 Extreme4. My system takes longer then the previous setup to start up and my computer stays at the BIOS splash screen for a long time. I've only had this system for 2 days but so far I'd rather have my old setup back.

I did have my 8120 oc to 4.0 ghz but I doubt this is a CPU performance issue and the i7 should be able to beat a 8120 any day. I'm still using the same ram, same Western Digital Caviar Blue 1T (that's slow enough as it is), same GPU.

I flashed the bios to the 2013 edition and have all the drivers and apps installed. One thing that was weird was that I used the included disk to install the drivers but afterwards I went onto their website to update them to a new version it said my current version was newer. I have "Fast boot" turned on.

I got all my parts from Microcenter and I plan on giving them a call soon if I can't find a way to improve performance. So far I haven't had the chance to download any games because I sold my previous parts to my brother and he is currently downloading all his games so my Internet is dead.

Another big factor that has added to my anger was that the whole time I was planning on upgrading I forgot that I had to reinstall the OS. So my idea of a quick upgrade lead to a complete reinstall of my OS and all my games (which I haven't had the time to get to yet).

So, anyone else that has a ASrock mobo and a i7, could you let me know if you get the same issue as me?

Asus Xonar DS sound card (can't get driver to install)
RAM: Corsair Vengence 16G (Duel Channel 8G) 1600
HDD: Western Digital Caviar Blue 1T 64mb 7200rpm sata3 6g

I just installed CPUID HW and found that idle my cpu runs at 30c but If I max it out it goes up to 63C and I stop it before it goes any higher, and it gets that hot within 2 seconds of maxing it out using EVGA OC Scanner

I watched a video saying that the backplate is bad. my stand offs for the cooler wiggled when they were threaded all the way in. It show if i put washers behind the back plate that it would make them tighter and some people have found better temps
