All folders Changed to Read-only, cant change back...Help please!!!

It started 2 days ago. I deleted some of the old left over system files from my D:\ drive which is not a system drive and upon restart i found out Steam was constantly asking for verification and it cant seem to update my games every time i restart. Upon further observation i found out all my folders are marked Read-only, including the folders in C;\ system drive. Every time even if i create a new folder it is marked read-only by default. The only amazing thing is that the files inside these folders are intact and are not effected by this error and they are in their respective attributes. I have tried 2 famous solution but none works. first was the Attrib in Cmd prompt and another is by adding the Take ownership Registry keys. Please help as most of the questions asked about this issue online are unanswered.
