Windows 7 command prompt at boot?

My laptop is fubar'd and won't boot into windows 7. I want to run a chkdsk /f on it, but with it being windows 7, I'm struggling. Is there a bootable CD I can download to give me some basic disk utilities such as chkdsk and format?

how about starting in safe mode (command prompt)
F8 just after BIOS finishes its display.

If you do not have a Windows 7 DVD
you can find someone else with same 32 bit or 64 bit Windows 7 to make the Windows 7 System recovery CD/USB
(home / prof /ultimate does not need to match, SP level should match)

UBCD 4 win takes some time & skill to build & needs a XP SP1 CD and may not have mass storage drivers for recent PC's

Thanks for advice guys, I have tried a number of things (including your suggestions) and now have confirmed that the hard drive is pushing up the daisies, it's pining for the fjords, it's no longer on this mortal plane. New one required... thanks for your responses anyhoo
