Low FPS with Radeon 7870 2gb 256bit

Hey all, I own a Radeon 7870 2gb 256bit graphic card. I have a dual monitor setup up so I can play games on one screen and watch my system monitors on the other while I play. I am noticing that during game play I will sometimes get upwards of 130 fps on high settings for games such as Planetside 2 and WoW (this is while I am inside or low population areas). Other times I will get lows of 20-30 fps. The part I am concerned about is that during the low's my graphic card is only working at 30%. Why is it not working harder to keep my FPS up?
( I also have an AMD 8350 CPU)

does the cpu load go up when the fps drop? that could point to a cpu bottleneck,
try overclocking that low IPC multimodule processor of yours... and since you have 8 core cpu and most games wont use all 8 cores anyways, you can be cpu bottlenecked at something like 25% if the game can only use 2 threads efficiently...

A CPU bottleneck sounds most likely, as I've experienced similar problems running a 7870 with my Phenom. I'd look at per-core CPU utilization in Resource Monitor, as one thread under full load will slow a game down even if overall CPU usage is low. With Planetside 2 in particular, optimization is very poor so almost every system will experience FPS drop in large battles. It's mostly single-threaded IIRC, which will run worse on an AMD platform. Theoretically, they're working on multithreaded optimization now so a new patch down the road should help a lot.
