Is it a card or a usb attachment?

A capture card fits intot he PCI slot of the motherboard, a USB capture device is external and goes into a usb port.

Assuming you mean the usb, it is used for streaming video into the PC or out to a monitor.
You could even stream in TV to your PC by connecting to a VCR or set top box to which the TV antenna is attached and then if wanting, can "capture" (record) TV shows. You could capture video from video tapes. Much the same thing as a PCI Capture card would do.

If you are watching tutorials, from where are those tutorials? If already on the Pc then what are you actually capturing?

what you have to do is go into your sound settings in your computer. Control Panel > hardware and sound. You will have to go into recording. Stereo mix. Change it to your hdmi or your Elgato card. My only problem with that is I get a hallow type of sound but that might just be my audio settings in the software.
