CPU fan turns on then off, system will not boot.

So I have been building my cousin's computer and when I turned it on, the power supply, graphics card, fans are running , but the cpu fan turns on for a 2nd but then stops, and the system is not starting up.. could it be the power supply , do i have the right amount of power or is it something else?

I have a 4 pin connected to the top left of the cpu and 24 pin on the right side, I think there isnt a single 6 pin connected into it...

This psu was cheaped out on also, it came with a case for 35 bucks, Im pretty sure i have to get a new one , In my computer i have a 550w Cooler Mater Elite so i think if i test it with that it will work, am i right?

That'll definitely work if you tested with that PSU.
 


Cooler master PSUs are usually junk but it's worth trying. Did you even check what came with the case met the power requirements? you really need to list the system components.

Ya i forgot... All i remember is that every computer i've built was the 8 pin splitting in two... lol...
