where should i place my fans?

I have three fans currently in my cm430, rear exaust, and front and side intake, as well as a hyper 212 evo with one additional fan,

could i get better cpu temps if i moved my side intake to be an intake at the top?

NO. No no no no no. Top should be for exhaust. Hot air naturally rises. Why do you want to push it back down and fight mother nature?
