stock rear fan vs LED rear fan and cpu cooler/video card for gaming

why is it that every pc comes shipped with stock rear fans and never LED ones,i mean i could understand if they dont get as much airflow but i've seen some them getting the same or evan better, so i'm just wondering why evan thou the rest of the fans are LED? Also could u recommend a good cpu cooler, i plan on gaming and overclocking to 4. somthing not sure yet, but right now i'm using a cooler master V8 and it's doing alright coud be doing better, i'm currently running 28c-33c i would like somthing thats not so heavy and intrustive somthing smaller. not watercooling, to afraid to lol/ thank you i will now end my rant. oh i almost for forgot the video card i will be using if i ever get the money long enough: http://www.newegg.com/Product/Product.aspx?Item=N82E16814130826 i think it's awsome consering it's price, but then again i know nothing about video cards, thank you again for your time and patience.

1) 28c-33c is nothing to worry about heating.

2) For card
1) What is your full specification including your psu?
2) What games and what resolution you want to play?

ok thats good about the heating and my full specs are I7 3770k 3.8GHz 8 GB kingston hyperxbeast 2400 Samsung 250GB SSD 840 series on a Z77 sabortooth mobo, powered by a professional series AX850. in the future i plan on adding another 250 or maybe another 512 and another 8 GB for a total of 16GB.. did i miss anything? Oh and for games just skyrim,oblivion,spore,far cry 3, nothing online..ever my ISP has a cap every month so thats not a opinion for me. thanks!

thats a little bit outta my price range i recommended the 200 card cause of it's price and gpu i dont need to max out my games i'll be playing those game on my 360 until i can play them fully on my pc so i have alot of time to get the money and resources togeather. i mean dont get me wrong i would love to have a 660 or a 680 or better yet a SLI 680. oh the dreaming i could do....

GTX 660 is the best card available for price now. But it will bottleneck your CPU. Why don't you try at least try the Ti edition?

Single powerful card now is better than SLI lator.
Benefit of single card
1) Cooler
2) Energy efficient
3) Occupy only one slot.
