Is there any way to determine whether this PSU will be compatible with Haswell?

It probably will be compatible. The PSU compatiblility issue is mostly with very poor quality PSU's that cannot handle lowering their power output to extremely low levels; and higher quality PSUs that are several years old which weren't designed with that in mind. So chances are that XFX PSU will work fine.
