FX8350 not showing correct OC'd speed in CPU-z

So I have an FX8350 which I have overclocked in the BIOS to 4200Mhz base and 4600Mhz turbo core, but in CPU-Z it only shows it around 4100Mhz, and when I stress the CPU it sometimes dips down to 3800Mhz and sometimes up to 4700Mhz. anyone know what this is happening?

The drop in frequency will occur with Blend, because it's more so a test for the RAM. I don't think it should happen with Small or Large FFTs, but I'm not 100% sure. I'm not sure what the cause of this is either.

What clock settings did you set for the base and boost clocks? (FSB and multiplier, I believe).

Base frequency is set to 200Mhz (showing ~200.6 in CPU-Z) and the multiplier is set to 21 for normal, and 23 for turbo. In CPU-Z it idles at 20.5 though
